NOTICE OF PUBLIC HEARING #2CDBG ECONOMIC DEVELOPMENT LOAN AND PUBLIC INFRASTRUCTURE GRANT PROGRAMANDDARKE COUNTYECONOMIC DEVELOPMENT REVOLVING LOAN FUND Notice is hereby given that the Darke County Board of Commissioners will hold a Public Hearing on Wednesday, April 30, 2014 at 10:00 A.M. at the County Administration Building Hearing Room, 520 South Broadway, Greenville, Ohio 45331. A first Public Hearing was conducted on February 13, 2013 to inform citizens about the entire Fiscal Year 2013 CDBG Program, how funds may be used, what activities are eligible, and other important program requirements. Another first Public Hearing was conducted on February 5, 2014 to inform citizens about the entire Fiscal Year 2014 CDBG Program, how funds may be used, what activities are eligible, and other important program requirements. This second Public Hearing is being held to give citizens an adequate opportunity to review and comment on a request to the Board of Commissioners that Ohio CDBG Economic Development Loan Program Funds and a portion of its CDBG Economic Development Revolving Loan Funds (ED RLF) be committed for a business development loan. The proposal is consistence with both prior citizen input and local official’s assessment of the County’s economic needs. The loan request is as follows: JAFE Decorating Inc. proposes to purchase new machinery and capital equipment for installation at its facility located at 1250 Martin Street, City of Greenville, Greenville Township, Darke County, Ohio for the purpose of expanding its specialty color/paint coatings production capabilities. The project will create approximately 12 new full-time equivalent job opportunities, of which approximately 7 will be taken by, or made available to, persons from low and moderate-income households. A portion of Darke County’s CDBG ED RLF (aka CDBG Program Income) Funds may be used to finance the purchase of the machinery and capital equipment necessary for the expanded operations of the business. Darke County is proposing to participate in this economic development project with JAFE Decorating Inc. through a secured loan for the purchase of capital equipment. The total cost and proposed financing of the project is as follows: Private Lender Financing $272,500 47%Ohio CDBG Economic Development Program $245,000 43%Owner Equity $ 57,500 10%TOTAL: $575,000 $100% The CDBG national objective of the above project, upon completion, will be the creation of a minimum of twelve (12) full-time equivalent, permanent private sector job opportunities, principally benefiting low and/or moderate-income households, through the expansion of a business in Darke County. This second Public Hearing will be held on April 30, 2014 at 10:00 A.M. at the County Administration Building to give citizens an adequate opportunity to review and comment on the County’s proposed CDBG Economic Development Program application to the Ohio Development Services Agency on or about May 5, 2014. Citizens are encouraged to attend this hearing to express their views and to comment on the County’s proposed CDBG application.
